- THIS IS A FORMAL REQUEST FOR PROPOSAL (RFP). Fax responses and non-electronic responses will NOT be accepted. All responses must be submitted on-line through the SWIFT Supplier Portal before the Event Due Date and Time. Late responses will not be accepted. PURPOSE. The purpose of this Solicitation is to provide one (1) Mobile Ammunition Disposal Trailer for the Bureau of Criminal Apprehension (BCA). A Responder offering alternative specifications than those detailed in Exhibit C should provide information to the State for evaluation no later than the date and time listed in Section 1, Step 1 Instructions to Responders.
