Description
The United States Coast Guard (USCG) herby submits a notice of intent to award a sole source firm fixed price purchase order to ANSYS INC for software license access to ModelCenter Premium. It is the governments belief that ANSYS INC. is the only contractor that can provide the complete software license to interface with Excel, AutoCAD, MATLAB, and Rhinoceros applications. See attached sole source justification on (JOTFOC). The total estimated value is less than $50,000.00. This sole source contracting action is in accordance with Federal Acquisition Regulations (FAR) 13.106-1(2)(b) and 6.303-2 modified to reflect procedures in 13.5 (a)(ii). Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the government, would not be cost or time prohibitive, and would not hinder the mission objectives. The determination not to compete the proposed contract action is solely within the discretion of the Government. Information received will be considered for the purposes of determining whether to conduct a competitive solicitation for future requirements regarding software licensing of this type. The Government will not be responsible for any costs incurred by responding to this notice. This is NOT a request for quotes or proposals.
