Description
This announcement constitutes a Notice of Proposed Contract Action.
The subject requirement is for Non‐Recurring Engineering (NRE) services to address Diminishing MaterialShortages (DMS), obsolescence of key components, and long‐lead item issues for the future productionand support of palletized roll‐on/roll‐off EMASS system for the C‐130H.
Basic Contract projected Period of Performance is six (6) months. The services are non‐personal in nature,do not cover inherently Governmental Services, and are non‐severable. Furthermore, said services will beprocured on other than a performance‐based basis. This requirement will be Cost‐Plus‐Fixed‐Fee (CPFF)and will include Not Separately (NSP) data CLINS.
The proposed contract action for this requirement will be sole source to the following Contractor:Battelle Memorial Institute.505 King Ave.Columbus OH 43201‐2696CAGE:79986United States
This sole source requirement is pursuant to 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302‐1, OnlyOne Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements.The C‐130H EMASS is a highly specialized system and is the only aircraft spray system designed andmanufactured at this scale and in a roll on/off configuration. The EMASS unit is fielded, however thetechnical data delivered to the Government under the development contract is not adequate tomanufacture additional units via competitive procurement due to the procurement for the manufacturingprocesses, jig design, and dynamic models were not a data requirement in the initial contract. The EMASSTDP does not contain the fluid dynamic models necessary to evaluate the impacts of system designchanges, or facilitate identification of new, or replacement parts, which would prohibit the modificationof system calibrated control loop gain values, which require modification to maintain specified flow rateaccuracy requirements.
