Tenders are invited for Moldova Port Ppp- Technical Consultant - Europe Ppp Team concession for upgrading; expanding; financing and operating of the public terminal of Giurigiulesti Port (“the Project”). IFC seeks to hire a technical consultancy firm (or a consortium of firms) with strong experience in the region and sector to provide commercial; technical; and environment and social (“E&S”) consultancy services to support with preparation; structuring and tendering of the Project; including but not limited to: i) Commercial: prepare traffic forecast; assess the market and competition; develop relevant demand scenarios to account for economic forecasts; commodity flows and competitive situation; (ii) Technical: carry out technical due diligence; assessment of the area; proposal for upgrade options of the existing terminal and key parameters and conceptional layout of the greenfield terminal; estimate capital costs and operation and maintenance expenditures; preparation of the construction/investment requirements and KPIs for the future operator; recommendations on climate resilience and mitigation; preparation of the technical part of the Feasibility Study according to local legislation (iii) Environmental & Social: prepare; under supervision of IFC-s internal E&S specialist; an E&S Scoping Study to evaluate key risks of the proposed Project and outline possible mitigation measures to align the Project with IFC-s Performance Standards and applicable aspects of the WBG General EHS Guidelines and the WBG EHS Guidelines for Ports; Harbors and Terminals.
