Presolicitation NoticeSubject: Pre- Solicitation Notice for Solicitation No. 140R6025Q0047 Static Excitation System upgrades (Yellowtail Powerplant, Canyon Ferry Powerplant)Notice Type: Pre-Solicitation NoticeSynopsis:This is a Pre-Solicitation Notice with the intent of synopsizing a proposed contract action prior to issuance of the solicitation. Specific instructions on submitting your proposal will be contained in the solicitation documents to be issued on or about 6/23/2025, posted to the SAM.gov website. No additional documents will be available until the solicitation is issued. The U.S. Department of the Interior, Bureau of Reclamation, Great Plains Regional Office is issuing a Request for Quotation (RFQ) to remove all existing control components, install the new equipment, implement, and provide latest configuration and setting files, test, and commission the exciters for each generating unit at both Yellowtail Powerplant (Big Horn County, Montana) and Canyon Ferry Powerplant (Lewis and Clark County, Montana). The contractor is to provide all labor, tools, parts, materials, designs, drawings, manuals, software, configuration files, transportation to and from both Yellowtail and Canyon Ferry Powerplants. IAW FAR Part 6.203, this procurement action is being solicited as a total small business set-aside.The North American Industry Classification Systems (NAICS) code assigned to this project is 335311 Power, Distribution, and Specialty Transformer Manufacturing, with a corresponding small business size standard of 800 employees.This requirement is being procured in accordance with FAR Part 12, Acquisition of Commercial Products and Services, and FAR Part 13, Simplified Acquisition Procedures. This solicitation will result in a stand-alone Contract with a single Awardee.
