A determination not to compete this proposed contract action was made pursuant to the Federal Acquisition Regulation (FAR) 13.501(a). Ocean Gold Seafoods, Inc. is the only known business that can provide further development of a single net capable of fishing in two modes (midwater and surface trawling), a single set of doors capable of operating in both fishing modes, increasing safety at sea, and more efficient at catching representative samples of the target species identical to the net developed in Purchase Order 1305M324C0021, awarded in 2024.
This procurement is being conducted under Simplified Acquisition Procedures pursuant to FAR 13.5 Simplified Procedures for Certain Commercial Products and Commercial Services, only one source is reasonably available. The North American Industry Classification System (NAICS) code for this item is 314994.
Interested parties may submit their interest and capabilities no later than January 06, 2024 at 2:30 pm Pacific Time. E-mail statements will be accepted but senders are responsible for ensuring the complete transmission and timely receipt. All inquiries shall be sent via e-mail to: nathan.rowsell@noaa.gov. The government contemplates a firm-fixed priced commercial item contract for supply of the multi-function trawl system and necessary services and travel to test, refine, modify, repair, maintain and provide testing for the system over the life of the contract.
