This is an INTENT TO SOLE SOURCE NOTICE only.
This is an intent to sole source notice for commercial items prepared in accordance with FAR Subpart 5.2, Synopses of Proposed Contract Actions. This announcement constitutes the only notice of intent to sole source and synopsis of proposed action.
The Department of Veterans Affairs, VHA, Network Contracting Office (NCO) 15 intends to negotiate/award a sole-source contract to Netsmart Technologies, Inc. due to the proprietary nature of the equipment. The contract will be a Firm Fixed Price award. The statutory authority for this noncompetitive acquisition is FAR 13.106- 1(b) as implemented by FAR 6.302-1.

The MyAvatar software is designed to serve the clinical needs of methadone providers offering a comprehensive approach to substance abuse management. The St. Louis VA Healthcare System Pharmacy Department is requesting to establish a service contract with a base and four ordering periods for the MyAvatar Software. The Contractor shall supply all labor, travel, materials, equipment, tools, supervision, and all incidentals required to complete on-site full service planned maintenance support of the MyAvatar Software, in accordance with Manufacturer-s recommendations, design specifications, and the specifications, terms, and conditions of the contract.
