• Description
  Joint Force Command Brunssum (JFC Brunssum) intends to issue an Invitation for International Bidding (IFB) for the provision of painting and decoration works at HQ JFC Brunssum, The Netherlands.
  U.S. prime contractors must 1) maintain a professionally active facility within the United States, 2) be approved for participation in NATO International Competitive Bidding (ICB), and 3) be issued a Declaration of Eligibility (DOE) by the U.S. Government.
  In addition, all contractor employees who should have access to class I and class II areas must have a security clearance at the level of Secret or higher.
  The reference for the IFIB is IFIB-ACO-BRU-23-11 and all correspondence regarding the IFIB should include this reference.
  The type of contract is Firm Fixed Price (FFP) Indefinite Delivery/Indefinite Quantity (ID/IQ).
  Partial bidding is not authorized.
  SUMMARY OF REQUIREMENT
  To carry out the referred painting and decoration works managed by the Infrastructure Management Section (IMS) and Contracting Branch (CB), which includes:
  - provision of materials and components,- provision of services (manpower, management, and supervision)
  BECOMING ELIGIBLE TO BID
  NATO ICB requires that the U.S. Government issue a DOE on behalf of potential U.S. prime contractors interested in this contract. Before the U.S. Government can do so, however, the U.S. Government must approve the U.S. firm for participation in NATO ICB. U.S. firms are approved for NATO ICB on a facility-by-facility basis.
  The U.S. NATO ICB application is a one-time application. The application requires supporting documentation in the form of 1) a company resume indicating contracts completed as a prime contractor and 2) an annual report or set of financial documents indicating compilation, review, or audit by an independent CPA.
