This notice is being issued strictly for market research, information, and planning purposes only and shall not be construed as either a solicitation or obligation or commitment on the part of the Government. The purpose of this Sources Sought is to help The Department of the Navy, Naval Facilities Engineering Systems Command (NAVFAC), Naval Weapons Station Earle (NWSE) understand industry best practices and sources capable of meeting the requirements detailed by this announcement. NWSE welcomes responses from all interested parties; however, no decision or award of contract will be made based on responses from industry. NWSE will not pay for the preparation of, nor the subsequent use of, information submitted in response to this Sources Sought. Respondents will not be notified of the outcome of NWSE-s review of the information received. Additionally, NWSE does not intend to hold discussions concerning this Sources Sought with any interested parties, but reserves the right to contact contractors if additional information is required for clarifications as it pertains to this request for information.
Requirement: NWSE intends to contract for maintenance and repair of its Genset locomotives. The contractor shall provide all labor, equipment, and material to perform periodic recurring maintenance and other as-needed nonrecurring repairs on the electrical operating systems of two (2) Genset railroad locomotives manufactured by the National Railway Equipment Company (NRE). The electronic controls for the operating systems to be maintained manage all engine, alternator, and traction motor functions for both fuel management and adhesion capability of the locomotives. NRE is the Original Equipment Manufacturer. Parts, hardware, and software from sources other than the OEM are incompatible with NRE-s proprietary electronic control systems. NWSE seeks to gather information if there are sources that are able to meet this requirement.
