STATE OF VERMONT CONSTRUCTION INVITATION TO BID ISSUED BY: Department of Buildings & General Services NERCF ROOF REPLACEMENT ISSUE DATE: July 17, 2025 BIDDERS CONFERENCE: There will be non-mandatory pre-bid meeting at the site on July 31, 2025 - 9:30 AM (EST). Bidders are to meet at the front entrance of the main building. QUESTIONS DUE: August 7, 2025 - 4:30 PM (EST) RESPONSES DUE BY: August 21, 2025 - 4:30 PM (EST) STATE CONTACT: James Meyers, Senior State Purchasing Agent E-MAIL : BGS.OPCVendorDocs@vermont.gov Revision Date: 03/18/2025 Page | 2 CONSTRUCTION INVITATION TO BID DEPARTMENT OF BUILDINGS AND GENERAL SERVICES STATE OF VERMONT Contractors are invited to bid on the NERCF Roof Replacement Project for Buildings and General Services at 1270 US Route 5 in St. Johnsbury, Vermont. This project shall include, but is not limited to, the following: 1. The contractor shall hire a lightening protection sub-contractor for the temporary removal and re-installation of the lightening protection system. 2. Remove the fall arrest cable system, save for re-install. 3. Remove the weighted walking pads for re-install. 4. Remove and dispose of the ballast, membrane and flashing. +/- 27,200 SF. Remove Ballast with a vacuum truck. 5. Remove and dispose of the Asphalt shingles on the roof over the front entrance. 6. Remove only as much roofing that can be re-installed at the end of the day or protected from the weather and watertight. 7. Remove and replace (1) of the roof hatches. 8. Remove the existing security enclosure that is on top of the roof. Prep and paint for re-install. 9. Remove/move equipment, temporarily, that is not fixed to the roof as needed to install the new roof. (AC Units Etc.) 10. Clear the roof deck from all debris to ensure proper installation of the new roof system. 11. Furnish and install new continuous insulation. 12.
