Pre-Solicitation Synopsis
This is a pre-solicitation synopsis for Concept Refinement studies under Firm Fixed Price (FFP) contract(s) for design development and production planning for the Next Generation Logistics Ship (NGLS) program. Objectives of this effort include identifying cost effective design solutions, leveraging commercial practices and standards to the maximum extent practical to inform and validate requirements, and maximize affordability and producibility.
The Next Generation Logistics Ship (NGLS) Program is a new class of ships intended to augment the current Combat Logistics Force ships. The NGLS will enable refueling, rearming, and resupply of Naval and USMC assets and be capable of operating in contested and non-contested environments. The NGLS is envisioned to be smaller than existing ships in the Combat Logistics Force, operate in global maritime domains, and sustain afloat and ashore Navy and USMC requirements. NGLS is currently conceived to be a single ship type providing Refuel, Resupply, and Rearm capabilities.
The Naval Sea Systems Command (NAVSEA) intends to issue a full and open competitive Request for Proposal (RFP) under North American Industry Classification System (NAICS) code 336611 during the 4th quarter of FY25 in accordance with FAR Part 15 - Contracting by Negotiation.
