Description:
The Department is seeking qualified Proposers to provide services for the Recovery Engagement to Start Treatment for Overdose Response Equity (“RESTORE”) Program. RESTORE is part of the DPH-s Whole Person Integrated Care (“WPIC”) section. The Program offers short-term shelter for People Experiencing Homelessness (“PEH”) with Substance Use Disorder (SUD) so they can stabilize on Medications for Opioid Use Disorder (“MOUD”). The program aims to connect PEH with SUD to necessary services such as transportation, ongoing substance use disorder treatment, shelter/housing, and inpatient treatment for substance use disorders. The program-s goal is to reduce fatal drug overdoses in San Francisco. The successful Proposer must provide: ADA-compliant transportation services, using personal vehicles, taxi vouchers, or access to ride-share services to transport People Experiencing Homelessness (“PEH”) with Substance Use Disorder (“SUD”) clients between priority neighborhoods, RESTORE sites, and Medications for Opioid Use Disorder (“MOUD”) site(s) to receive services such as shelter/house and substance abuse disorder treatments; Night Navigation, Deploying night navigators in high priority neighborhoods, who will navigate clients to substance use treatment. Navigation includes assisting clients in accessing telehealth medications for opioid use disorder (MOUD) treatment. Daytime Case Management, working with clients enrolled in the RESTORE program to coordinate access to care. DPH issues this Request for Proposals (this RFP) in search of a Proposer that has the necessary qualifications to complete the work set forth in this RFP. Whether a Proposer has such qualifications will be determined through the evaluation process described in Section IV of this RFP.
