Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation will not be issued.

The solicitation is being issued as a Request for Quote (RFQ) with the intent to award as a simplified acquisition. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-04. This requirement is unrestricted under NAICS Code 335999, All Other Miscellaneous Electrical Equipment and Component Manufacturing, with a size standard of 600 employees. This procurement is being conducted in accordance with regulation at FAR 12, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedures.
The US Army Corps of Engineers (USACE) Engineer Research and Development Center (ERDC) Geotechnical and Structures Laboratory (GSL) Geotechnical Engineering and Geosciences Branch (GEGB) in Vicksburg, MS has a requirement for a Nippo Sangyo Dynamic Friction Tester (DFT) that is ASTM compliant and can perform high-speed friction measurements in small areas and tight corners. The DFT is the only device capable of performing high-speed friction measurements while sitting still on a test surface. This novel measurement method allows for high-speed friction correlations to be drawn in areas and situations where it is either impractical or impossible to test with a full-size vehicle traveling at high speeds of 40 and 60 mph. Additionally, the DFT is the only device capable of reporting friction values at 1 km/h increments from 0 km/h to 80 km/h. This fidelity of data reporting allows for high accuracy friction correlations to be drawn on complex and varied surfaces such as those with novel coatings.
