This is a Special Notice for commercial items prepared in accordance with FAR Subpart 5.2, Synopsis of Proposed Contract Actions. This announcement constitutes the only Notice of Intent (NOI) to Sole Source (SS) and synopsis of proposed action. The Department of Veterans Affairs Michael E. DeBakey VA Medical Center (MEDVAMC) Network Contracting Office (NCO) 16 intends to issue and award a Sole Source single award Firm-Fixed Price type contract with a performance period of one (1) year plus four (4) option years to Cepheid located at 904, East Caribbean Drive Sunnyvale, California 94089-1189, for GeneXpert Infinity 80-80 System Reagents / Lease at the MEDVAMC, located at 2002 Holcombe Boulevard, Houston, TX 77030. Based on our initial market research and due to proprietary concerns, we have found that only one reputable source can provide the GeneXpert Infinity 80-80 System Reagents / Lease listed below. The contract will be a Firm Fixed Price single award contract. The statutory authority for applying the Simplified Procedures for Commercial Items of FAR 13.5 is 41 U.S.C. § 1901 and is implemented by FAR 13.106-1(b)(2) for restricting competition on this procurement. Competition is restricted on this procurement for only one responsible source, and no other supplies or services will satisfy agency requirements.
