- To establish a contract with qualified hotel(s) in Volusia County to provide short-term non-congregate emergency shelter accommodations after disasters, extreme weather events, and other situations requiring temporary housing of vulnerable populations that have been displaced from their pre-disaster primary residence. Volusia County would prefer to have such agreements with hotels in the East (Daytona Beach, Ormond Beach, New Smyrna Beach) and the West (Deltona, Deland, Orange City) sides of the County.
