The Air Force Life Cycle Management Center, Cryptologic and Cyber Systems Division Contracting Branch, (AFLCMC/HNCK), Joint Base San Antonio, hereby gives notice of intent to solicit and negotiate with only one source as implemented by Federal Acquisition Regulation (FAR) 11.105(a) soliciting from a single source to satisfy agency requirements. The Government intends to make an award by 9 June 2025 on a sole source basis, a firm-fixed price contract to Secure Headset Group , Cage Code 9J7F3. The proposed contract action is for the purchase of 300 STARKEY SM610 ELITE BINAURAL with USB & Cisco Phone adapters.
The STARKEY SM610 is the only HNC Security and HNC-TO Cybersecurity approved model for unclassified use in the Sensitive Compartmented Information Facilitys (SCIFS). The headset must be bought direct from the manufacturer and not through a third party vendor. Vendors would buy it from the manufacturer to re-sell it; this step increases risk by presenting an opportunity for tampering in the supply chain.
No detailed technical data is available from the government. If a firm believes it can meet the Government-s requirements, it may identify its interest and capability to the Contract Specialist no later than 27 May 2025. Any interested source is invited to submit a written qualification package for review and approval for the purchase of these items. Such approval must be received prior to contract award.
