PURPOSE OF THIS ANNOUNCEMENT: This announcement constitutes a pre-solicitation announcement of a proposed contract action pursuant to FAR 5.204. This is not a solicitation. No response is requested at this time. PLANNED SOLICITATION: The final Solicitation for this project will be announced anytime between 15 and 30 days after the posting of this pre-solicitation. The contract type will be firm-fixed-price. DESCRIPTION OF WORK: The Stormwater Ocean Outfall project is to upgrade the stormwater collection and conveyance system in a coastal urban area of North Myrtle Beach, South Carolina. This project is one part of a larger effort of similar projects by the city to upgrade stormwater infrastructure along the coast and direct runoff to outfall offshore in locations underwater and away from the beach. This will allow the city to remove hazardous and unappealing concrete pipes that are exposed on the beach. This project will begin at a stormwater quality treatment structure near the intersection of 17th Avenue South and South Ocean Boulevard. The stormwater ocean outfall will consist of a large diameter prestressed concrete cylinder pipe, with the size determined during design, laid beneath the existing benthic seabed underwater. It will extend approximately 1,200 feet from the stormwater quality structure and be supported by bedding stone, anchored by large armor stone, and topped with sand. There will also be an outlet with a nozzle armored by rock. Construction is expected to involve the use of marine piling and a temporary pier.
