THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. U.S. Fish and Wildlife Service, Joint Administrative Operations, Acquisition & Property Operations, Legacy Region 9. USFWS intends to award a firm fixed price sole source contract under the authority of FAR 6.302-1 only one responsible source to:La Tierra Environmental Consulting LLC, 3065 Camino Real, Las Cruces, NM 88001-7512The North American Industry Classification System (NAICS) code for this requirement 541620, Environmental Consulting Services. The object of this sole source award to La Tierra Environmental Consulting LLC is to obtain required experience with the survey site, specific methods, access issues, identification skills and is needed to both provide the work for fall of 2022, and to provide training to oncoming FWS staff. The objective of this project is to conduct surveys and continue monitoring actions for Listed Species on Fort Bliss, in support of the INRMP-Endangered Species Management Component updates, Sect. 7 ESA Consultation, and the NEPA program. Surveys will occur for migratory birds, prairie dog, and burrowing owl and other incidental sensitive species. Contractor Biologists conducting surveys on Fort Bliss must have satisfied all USFWS and NMDGF requirements to conduct surveys, and hold all current survey permits. This synopsis does not constitute a solicitation; however, if any interested party believes they can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain clear and convincing evidence that competition of this requirement would be advantageous to the Government. If parties choose to respond, any cost associated with preparation and submission of data or any other cost incurred in response to this announcement are the sole responsibility of the respondent and will not be reimbursed by the Government.
