THIS IS NOT A REQUEST FOR QUOTES. PURSUANT TO FAR 5.203(a), THIS IS A NOTICE OF THE GOVERNMENT-S INTENT TO ISSUE A SOLE SOURCE AWARD CONTRACT TO SALSBURY INDUSTRIES INC FOR CELLPHONE LOCKER BOXES
The United States Department of Defense (DoD), Washington Headquarters Services, Acquisition Directorate (WHS/AD), on behalf of the Executive Services Directorate (ESD) intends to perform a sole source award to small business concern Salsbury Industries Inc., 18300 Central Ave, Carson, California 90746-4008, for Cellphone Locker boxes. ESD requires Cellphone Locker boxes to house personal cellphones outside of classified areas in accordance with the Defense Secretary's Security Policy issued under Secretary Mattis to restrict use of cellphones in the Pentagon. The estimated value of the contract will range from $100,000.00 to $125,000.00.
The anticipated award will be made under the authority of 41 U.S.C. 1901 under the procedures FAR 13.5 “Simplified Procedures for Certain Commercial Products and Commercial Services.” The cellphone locker boxes are considered commercial products as defined in FAR 2.101, and the procurement will be conducted using simplified acquisition procedures under FAR 13.5. Salsbury Industries Inc. is the only vendor to meet ESD-s specifications for cellphone cabinets to meet Pentagon Reservation building and fire marshal regulations upon manufacture. Salsbury Industries Inc. made pieces and parts that are interchangeable with an insert and an enclosure. Several models of inserts are made to be compatible with one insert, when assembled created the cellphone cabinets installed all throughout Pentagon. Based on the customization for Cellphone Locker boxes and insert parts due to Salsbury Industries Inc.-s prior involvement no other vendor can meet the required Cellphone Locker boxes and insert specifications.
