The U.S. Department of Health and Human Services (HHS), Indian Health Service (IHS), Division of Acquisition Policy (DAP), on behalf of the IHS, Office of Information Technology (OIT), intends to award a Task Order on a sole source basis to Apelon, Inc. (Apelon) of Hartford, Connecticut for the brand name software- Apelon Distributed Terminology System which ensures the Resource Patient Management System/Electronic Health Record (RPMS/EHR) system have the current SNOMED CT, ICD-10-CM, ICD-9-CM, FDA UNII, LOINC and RxNorm code sets available to meet reimbursement and other reporting requirements required by law and federal reimbursement agencies, namely the Center for Medicare and Medicaid Services. The clinical content is within RPMS/EHR reflects tasks and procedures services which medical practitioners provide to patients, including, medical, surgical and diagnostic services.
The anticipated period of performance will include a one (1)-year base period and a four (4)-year option periods from 01/01/2024 to 12/31/2028.
The sole source action will be issued under the authority of Federal Acquisition Regulation (FAR) 8.405-6(a)(1)(i)B - only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized. Market research has identified Apelon, Inc as the only creator, distributer and reseller on GSA MAS 47QTCA21D0009 capable of providing the required services for IHS.
It is anticipated that the Government will award a Firm Fixed-Price (FFP) contract for this requirement. The North American Industry Classification System (NAICS) code is 513210 - Software Publishers, with a size standard of $47M. The Product and Service Code (PSC) is 7A21 - IT and Telecom - Business Application Software (Perpetual License Software).
