The Department of Energy, Idaho Operations Office (DOE-ID) intends to issue a sole source award utilizing Simplified Acquisition Procedures to General Dynamics Mission Systems, Inc for the acquisition of National Security Agency (NSA) approved Certified Type 1 Communications Security (COMSEC) / Controlled Cryptographic Items (CCI) Encryption devices, Sectéra vIPer Universal Secure Phones. DOE-ID proposes to acquire ten (10)-qty, U.S. National Sectéra vIPer Universal Secure Phone Fiber Capable Upgrade (without PSTN Connect), and ten (10)-qty, 1 Year Warranty Extension Sectéra/TalkSECURE (vIPer).
This award will be made in accordance with Federal Acquisition Regulation (FAR) Subpart 13.106-1(b) Soliciting from a single source and under the authority of FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements for NSA Approved Type-1 Encryption devices Sectéra vIPer Universal Secure Phones.
GDMS is the sole source manufacturer (Original Equipment Manufacturer OEM), distributor, and owner of the Certified Type 1 Encryptor Product Lines and the sole source OEM, distributor, and owner of the VLAN Software, Repair/Maintenance, Warranty extensions, Training and Ancillaries (rack mounts, power supplies, cables, power adapters, handsets) for all their Product Lines. NSA is the controlling authority and a certifier for the sale of GDMS TACLANE® and Sectéra® vIPer™ Encryption products. Per NSA Memorandum of Agreement (MOA), requirements dictate that all CCI equipment must ship to a COMSEC approved location. Additionally, each COMSEC item must be verified with the Government and have a valid Government Contract associated with the purchase. COMSEC orders cannot ship without verification of these requirements.
