NOTICE OF INTENT
The 502d Contracting Squadron inends to award a sole source purchase to RSMeans Company, LLC (Cage Code: 5L556), 30 Patewood DR Bldg 2 STE 350 Greenville, South Carolina 29615-6810, for the purchase of RSMeans Online Complete Subscription with Full RSMeans Library. This cloud-based solution allows 10 concurrent users to make and share estimates with a maximum of 100 users across JBSA installations. Data for industry related cost estimates are included for BCCD, Concrete, Electircal, Green Building, Heavy Construction, Interior, Mechanical Costs, Plumbing, Site Work and Landscape, Facilities Construction, Facilities Maintenance & Repair, Facilities General Maintenance, and Facilities Preventative Maintenance.
RSMeans is the sole provider of RSMeans Online Complete within the commercial marketplace and does not have authorized resellers. The purpose of this action is for services for which the Government intends to solicit and negotiate with only one source, RSMeans Company LLC, under the authority FAR 13.106-1(b)(1)(i). In accordance with FAR 13.106-1(b)(1)(i), for purchases not exceeding the simplified acquisition threshold, the Contracting Officer may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization). This notice of intent is neither a request for competitive quotes nor a solicitation of offers. Interested persons may identify their interest and capabilities for fulfilling this requirement. A determination by the Government not to compete this requirement is based solely upon the Government, based on responses to this notice. Information received will be considered for the purpose of determining whether to conduct a competitive requirement.
