Special Notice of Intent to Award Sole Source Synopsis IAW FAR FAR 13.105(a)
The 2nd Contracting Squadron on Barksdale Air Force Base hereby submits an intent to award a sole source synopsis. The Government intends to award a firm-fixed-priced contract to Johnson Controls INC. utilizing Simplified Acquisition Procedures as authorized by FAR 13.501. This synopsis has been tailored to comply with the requirements of FAR 5.101(a)(1) and FAR 13.105(a).

Lack of competition justification:
Market research was conducted and only one source, Johnson Controls, can meet the government-s needs. In addition, investing in different EMCS filed controllers would require a complete change-out of software and hardware components with an estimated cost of $50M.
