1. Synopsis:This synopsis is in accordance with FAR Part 5, Notice of Intent to award a sole source requirement. This Notice of Intent is not a request for competitive proposals. This is not a solicitation or request for offers. No solicitation package is available, and email requests will not be honored. Only one (1) responsible source and no other supplies or services will satisfy agency requirements.The Defense Health Agency (DHA) intends to award a sole source contract to Science Care to provide Fresh or Fresh Frozen Cadavers and Refrigerated Storage to Madigan Army Medical Center, WA for purposes of conducting Advanced Surgical Skills for Exposure in Trauma training for Military Physicians and Surgeons as part of the Emergency War Surgery Course, hosted by Defense Medical Readiness Training Institute.
2. Background;This Individual Justification is submitted to award a sole source contract to Science Care, Phoenix, AZ to provide DHA Cadaver Specimens for required training. Based on Market Research it is both expensive and challenging for other competitors to hold specimens in cold storage for three (3) days of training. The cold storage is required because Madigan Army Medical Center does not have adequate cold storage to accommodate the number of specimens being requested for their training requirements on behalf of DHA.
Additionally, confirmation of specimen availability will be dependent on required course dates of October 29-31, 2025.This contract will be Firm-Fixed Price. Additionally, this contemplated contract would be awarded to Science Care, Phoenix, AZ.
