NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT
US Army Corps of Engineers, Walla Walla District intends to solicit on a sole source basis under the authority of FAR 6.302-1 to Sanitary Disposal Services Inc. Only one responsible source and no other supplies or services will satisfy agency requirements.
This requirement is to provide monthly trash removal services including emptying and hauling the trash from containers for disposal, in approved sites off of the Government property. The areas to be serviced are located in Benton, Umatilla, Walla Walla, Franklin, Columbia, Garfield, Whitman, Clearwater and Marrow counties.
Washington
The Washington Utilities and Transportation Commission (UTC) regulates solid waste collection in Washington. Services are governed by Title 81.77 of the Revised Code of Washington (RCW) and Chapter 480-70 of the Washington Administrative Code (WAC). The UTC has granted Empire Disposal, Inc. authority to provide garbage and refuse services in relevant geographic portions of Columbia, Garfield, and Whitman counties. Empire Disposal is the only certificated carrier in that area. Similarly, the UTC has granted Basin Disposal, Inc. authority to provide garbage and refuse services in relevant geographic portions of Franklin and Walla Walla counties. Basin Disposal is likewise the only certificated carrier in that area. UTC Certifications are attached hereto.
Oregon
459A.085-459A.100 supports exclusive franchises for solid waste collection. Sanitary Disposal Inc. is the only sanitation company that provides garbage and refuse service in the Northern Umatilla and Eastern Morrow counties in the state of Oregon where the McNary Project is located. The McNary project has been a customer of Sanitary Disposal since its origin and has no other alternative for the scale of dumpster and drop box disposal service in the area.Idaho
