Synopsis - Notice to Sole Source:NOTICE OF INTENT TO ISSUE A SOLE SOURCE CONTRACT FOR APPLICATION SUBSCRIPTION SERVICES AND MAINTENANCE FOR THE WATERFRONT ONLINE APPLICATIONThis notice is issued in accordance with Federal Acquisition Regulation (FAR) Subpart 5.2, Synopses of Proposed Contract Actions. The United States Department of the Interior (DOI), Bureau of Safety and Environmental Enforcement (BSEE), Acquisition Operations Branch (AOB), is the contracting office for this procurement. The purpose of this notice is to announce the government-s intent to issue a sole source purchase order with Ithaca Clean Energy, Inc., in accordance with FAR Subpart 13.106-1(b).The Bureau of Ocean Energy Management (BOEM), Office of Public Affairs (OPA), supporting Office of Renewable Energy for Atlantic projects needs to communicate with constituents that may be impacted from BOEM proposed actions. BOEM employs a variety of tools to accomplish this goal but communication with the fishing community has remained a challenge. The “Waterfront” application developed and maintained by Ithaca Clean Energy, Inc is a unique communication tool that improves communication to this group. Ithaca Clean Energy is the sole creator and provider of the Waterfront application which has been identified as an innovative system necessary for communications between developers, federal government activities announcements, and the fishing community.As a result, BOEM anticipates awarding a Firm-Fixed Price (FFP) Purchase Order to Ithaca Clean Energy. BOEM has a requirement to purchase application subscription services and maintenance for the Waterfront online application as required by the BOEM OPA in support of the Office of Renewable Energy mission. The period of performance for this Purchase Order shall be twelve months from the date of award with two (2) twelve (12) month Option Periods.
