The Department of Labor (DOL), Office of Assistant Secretary of Administration and Management (OASAM), intends to negotiate on a sole source basis with Personable.com, Inc., under the authority of FAR 13.106‐1(b)(1)(i) - Soliciting From a Single Source. DOL Office of Chief Information Officer (OCIO) requires a software solution that must provide the Department with the flexibility to easily and inexpensively complete automated financial statement, check payee/memorandum, and other form field conversions to machine readable format for agency investigatory enforcement staff. DOL currently uses ScanWriter Software under the Employment and Training Administration (ETA). ScanWriter is the only tool on the market that performs all required functions in one package. Personable.com, Inc. is the manufacturer of this software. Personable.com, Inc. sells their software exclusively and does not utilize distributors. The Statement of Work is attached. This action will result in a firm fixed price contract. The period of performance will commence on or about February 6th, 2023. The NAICS code for this requirement is 541519 - Other Computer Related Services with a size standard of $30 million. This Notice of Intent to award a sole source contract is not a request for competitive proposals. There is no solicitation document. No RFP will be available for competitive proposals.
