THIS PRESOLICITATION NOTICE IS HEREBY ISSUED IN ACCORDANCE WITH FAR SUBPART 5.2.
The purpose of this notice is to announce the Space Rapid Capabilities Office (SpRCO) intent to issue a sole source contract under the authority of FAR 6.302-5, Authorized or required by statue.
SpRCO has determined that a sole source acquisition is appropriate for fulling this requirement. This requirement is considered noncommercial and any resultant contract will be awarded in accordance with FAR Part 15 to:

SpRCO intends to award a 5-year (1-base year and 4-option years) contract for follow-on support services to provide Systems Engineering and Technical Assistance (SETA) support services to support SpRCO.
Award is subject to approval of the Sole Source justification. This requirement was accepted under the Pilot Program to Incentivize Contracting with Employee-Owned Businesses. On October 10, 2025, the U.S. Department of Defense (DoD) published a final rule to amend the Defense Federal Acquisition Regulation Supplement to implement Section 874 of the National Defense Authorization Act for FY 2022 as amended by Section 872 of the National Defense Authorization Act for FY 2024. This rule took effect on November 25, 2024. The final rule allows the noncompetitive award for certain follow-on contracts to a wholly employee-owned business through an employee stock ownership plan (ESOP) that meets the definition of a "qualified business". Section 874 as amended defines a "qualified business" as an S corporation (as defined in section 1361(a)(1) of the Internal Revenue Code of 1986) for which 100 percent of the outstanding stock is held through an employee stock ownership plan as defined in section 4975(e)(7) of such code.
