Notice of Intent to Sole Source for the Service, Maintenance and Repair of JOEL manufactured laboratory equipment.In accordance with Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures, the Department of Energy (DOE), National Energy Technology Laboratory (NETL) intends to award a purchase order on a sole source basis to JOEL USA, Inc. (CAGE Code 51043) to renew a service and maintenance agreement for JOEL laboratory equipment, JXA-8530FPlus Electron Probe Microanalyzer.JOEL USA, Inc. is the Original Equipment Manufacturer (OEM) of the JXA-8530FPlus Electron Probe Microanalyzer utilized by NETL and is the only factory authorized provider of service and sales in the United States and Canada. This equipment is technical and highly specialized and therefore, requires personnel specially trained by the OEM to service and maintain it. This is considered a sole source to JOEL USA, Inc., as to the best of the NETL-s knowledge, based on market research conducted, JOEL USA, Inc. is the only known source that can provide the parts and expertise to provide the service, maintenance and repair of this equipment necessary to ensure continued reliable operation within the NETL environment. No known potential alternate sources exist which could satisfy NETL's requirement. This notice of intent is not a request for quote/proposal. Any interested party that believes it is capable of meeting the NETL requirement described herein may identify themselves and must provide evidence of their capability to fulfill the requirement by 3:30 PM ET on Monday, January 20, 2025. Responses must be submitted in writing to the Contract Specialist, Cynthia V. Madison, via email at Cynthia.Madison@netl.doe.gov, no later than the time and date noted above.
