NOTICE OF INTENT TO SOLE SOURCEThis notice is being published in accordance with Federal Acquisition Regulation (FAR) Par 5.101 requiring dissemination of information for proposed contract actions. This is a notice of intent to award a sole source contract and is not a request for competitive quotes/proposals. The statutory authority for this sole source procurement is prescribed by FAR Part 6.302-1. The Environmental Protection Agency (EPA) Region 9 intends to issue a Base Period plus Three (3)-option period; firm fixed prices; sole source award contract to Buchan Edna doing business as (dba) Nimbus Environmental Services (NES) for the Freely Associated States (FAS) Water Quality Laboratory and Laboratory Technician Certification Program requirement. The project requires a Program Manager that is a US EPA-accredited Laboratory Certification Officer and have documented substantial experience working with the FAS on drinking water laboratory issues. Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the EPA, would not be cost or time prohibitive, and would not hinder the mission objective of the Freely Associated States (FAS) Laboratory Certification Program requirement.Interested vendors must respond to this notice on or before Friday, May 23, 2025 at 1:00PM Pacific Time by sending an email to the contract specialist Allan Dela Cruz at delacruz.allancris@epa.gov.
