This is an announcement of intent to sole source. Naval Information Warfare Center Pacific(NIWC Pacific), intends to award a Cost-Plus contract on a noncompetitive basis to North Carolina State University. The University will provide Development services to improve lithium fiber cells with increased capacity. This notice of intent to sole source is NOT a request for competitive quotes/proposals. The contract will be awarded in accordance with FAR Part 15, Contracting by Negotiation. A determination by the Government not to compete based on responses to this notice is solely at the discretion of the Government. Authority for other than full and open competition is in accordance with 10 U.S.C 2394 (c)(1) and FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements.
