Notice of Intent to Sole Source
The Department of Energy, Strategic Petroleum Reserve (SPR), Systems& Projects Office intends to acquire a Cybersecurity Assessment on asole source basis under authority FAR 13.5: from Emerson, 1100 W.Louis Henna Boulevard Building 1, Round Rock, TX 78681 to reviewthe current cybersecurity status of the SPR Distributed ControlSystem(DCS) environment and provide a report identifying any gaps incurrent Emerson DeltaV system architecture, remote accessimplementation, workstation and server hardening, Windows securitypatch status, and DeltaV patching status, and providingrecommendations for further cybersecurity mitigation.located in New Orleans, LA and West Hackberry, Louisiana
Emerson is the sole manufacturer of the software and hardwareequipment that is used to control and monitor oil movements, storageand associated parameters at DOE SPR oil storage facilities: CyberSecurity Assessment of the SPR Distributed Control System (DCS)environments located in New Orleans, LA and West Hackberry,Louisiana.
The resulting procurement will be conducted in accordance with FARParts 12 and 13. THIS IS NOT A REQUEST FOR COMPETITIVEPROPOSALS/QUOTES. Responsible sources may submit a capabilitystatement in response to this requirement which shall be considered by theAgency. Capability statements must be received NO LATER THAN 2:00p.m. Central Time on Thursday, September 11, 2025, and shall includedocumentation on ability to satisfy the Government-s requirements. Adetermination by the Government not to compete based upon responsesto this notice is solely with the discretion of the Government.
