Description
The US Army Medical Research Acquisition Activity (USAMRAA) intends to negotiate on a sole source basis (IAW FAR 13.501) with Vista Partners LLC, 5645 Saddle Creek Trail, Parker, CO 80134, as the only responsible source that can complete additional tasks on contract number W81XWH21P0144 to include updating the Government-s SQL server, updating the Automated Neuropsychological Assessment Metric 4 (ANAM4) interface and complete security updates to the ANAM software. This acquisition is being conducted under the FAR 13.5 Test Procedures for Commercial Items. Provisions and clauses in effect through Federal Acquisition Circular 2025-04 are incorporated.
The Office of The Surgeon General (OTSG) has a need for the ANAM4 updates to maintain operability and meet recent Executive Orders. These tasks will be added via new CLINs to existing contract number W81XWH21P0144 where Vista Partners is the awardee. The ANAM4 application is developed by and sold by only one vendor: Vista Partners, LLC. These required tasks shall be completed by Vista Partners, LLC as (a) under the terms of its standard commercial license, the developer of ANAM4 software, Vista Partners, LLC, retained the data rights to the ANAM4 source code (b) access to the source code is necessary to accomplish the sustainment services covered by the contract (c) due to the proprietary nature of the ANAM4 source code, no other vendor could legally provide maintenance, or sustainment of the system (d) it is critical that the contractor in place is able to access the code to troubleshoot and correct issues. Due to these reasons, only Vista Partners, LLC can complete the required tasks on contract W81XWH21P0144.

The tasks to be completed are as follows:
Task 1: Updating the Government-s Structured Query Language (SQL) server and transfer data from the current repository to the new SQL server.
Task 2: Updating the ANAM4 interface and reports to in accordance with Executive Order 1416. ...
