The U.S. Army Corps of Engineers {USACE), Humphrey's Engineer Center Support Activity {HE CSA) intends to award a single-source contract under the authority 41 U.S.C. 1901{e){2), 10 U.S.C. 2304{f), and FAR 13.106-l{b)Simplified Procedures for Certain Commercial Items to Federal Express Corporation located at 2003 Corporate Plz; Memphis TN 38132-1702. The requirement is for commercially hosted shipping which consists of the following:
The contractor shall provide domestic and international shipping of publications to various USACE sites. Shipment method must provide continuous accountability; standard ground shipping is the preferred shipping method with the flexibility for overnight shipping as required; FED EX is the only shipper who delivers to all needed USACE/Army locations.
In accordance with 0MB Memorandum M-17-29, titled "Best-in-Class Mandatory Solution - Package Delivery Services" (dated 27 July 2017), we are required to "leverage the Best-in-Class mandatory contract sourcing solution package delivery services," also known as the Next Generation delivery Service 2 (NGDS-2) IDIQ contract as displayed on attached award notice file HTC711-22-R-C003.
The contract will consist of a base period beginning 9 February 2025 through 8 February 2026. The North American Industry Classification System (NAICS) code is 492110. This Notice of Intent to award a Single Source Contract is not a request for competitive proposals. Any responses or inquiries to this notice must demonstrate clear and convincing evidence that competition will be advantageous to the Government. All information received from this notice shall be used for planning and market research purposes only. The determination to refrain from competing proposed contracts based on responses to this notice is solely within the discretion of the Government.
