The United States Army Corps of Engineers (USACE) Engineering Research and Development Center - Coastal and Hydraulics Laboratory (ERDC-CHL) in Vicksburg, MS has a requirement for forty analogue output capacitance wave gauges.
ERDC-CHL intends to award a purchase order on a sole source basis to Akamina Technologies, Inc, 124 Linn Bower Lane Clayton, ON, in accordance with FAR 13.106-1(b)(1).
Market research indicates that Akamina Technologies, Inc is the only source for this requirement because Akamina Technologies, Inc manufactures a specialized instrumentation system. The current in-house system relies on a large set of Akamina capacitance wave gauges. These capacitance gauges are critical instruments to CHL laboratories, offering highly linear performance and the required accuracy (sub-millimeter) across the full range of water levels and ambient temperatures expected in the laboratory. The only other commercially available gauge is a resistance wave gauge, and it would be required to thoroughly verify that these gauges could deliver the same accurate results as a capacitance gauge across a wide range of temperatures (below 10 deg F to 100+ deg F). The consistency of the wave gauges is essential for ensuring seamless operation (“plug and play”) and reliable measurements across multiple physical models, and there are no other commercial suppliers of these capacitance wave gauges. Additionally, there are no other commercially available capacitance wave gauges which could comply with the interoperability requirements of the current system.
