Description
This notice is being published in accordance with Federal Acquisition Regulation (FAR) Subpart 5.101 requiring dissemination of information for proposed contract actions. This is a notice of intent to award a sole source purchase order, and is not a request for competitive quotes.
The Forest Service (FS) intends to award a purchase order to Pioneer Energy Products (PEPRO) on a sole source basis for repairs to an existing FS owned PEPRO shelter. These repairs will include reconditioning of the interior layout and replacement of the exterior shielding components. This requirement includes a 12-month base period. The estimated period of performance of the order will be July 7, 2025 through July 6, 2026.
PEPRO is the only known source for these services and the FS is unaware of any alternative solutions. The Government intends to procure this requirement under FAR 13.106-1(b)(1) and 41 U.S.C. 3304(a)(1) - “the property or services needed by the executive agency are available from only one responsible source and no other type of property or services will satisfy the needs of the executive agency.” THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS nor a solicitation of offers. However, the Government will consider written responses from all responsible sources received by 3:00 pm ET, June 27, 2025. Written responses must include sufficient information to establish capability to fulfill the requirement. Information received will be considered solely for the purpose of market research. A determination not to compete this requirement is solely at the discretion of the Government. The Government will not be responsible for any costs of preparation in response to this announcement.
