The US Army Medical Research Acquisition Activity (USAMRAA) intends to negotiate on a sole source basis (IAW FAR 13.501) with ESO Solutions, Inc, 2803 Manor Rd, Austin, TX 78722, as the only responsible source that can provide maintenance support for Store and Forward data software application on contract number HT942523C0064. Currently the Government holds two separate contracts with ESO Solutions for Technological and maintenance support to the Department of Defense Trauma Registry (DoDTR), under contract number HT942523C0064, and Technological and maintenance support to the Department of Defense Trauma Registry (DoDTR) “Store and Forward” (S&F) data collector software, under contract number W81XWH20P0178. These contracts maintain two separate functions of the DoDTR. This modification will consolidate them into one contract under HT942523C0064. Provisions and clauses in effect through Federal Acquisition Circular 2025-04 are incorporated. Joint Trauma System (JTS) requires a sole source modification to contract number HT942523C0064 to add maintenance support for Store and Forward data software application to be completed by the contractor, ESO Solutions, Inc. ESO Solutions Inc provides similar maintenance to the Department of Defense Trauma Registry (DoDTR) under contract number HT942523C0064.The services to be added to contract HT942523C0064 provide technological and maintenance support to the DoDTR S&F software that is utilized in contingency operations that do not have adequate bandwidth for the full utilization of the DoDTR. The S&F version is a continual match to changes and upgrades to the DoDTR and insures both logic and data fields of the trauma data set remain consistent. ESO Solutions owns Intellectual Property Rights to the source code of this critical software which contains multiple databases, web interfaces, and workflows processes to aid in JTS-s mission.
