NOTICE OF THE INTENT TO SOLE SOURCE TO IT CONCEPTS, INC. 1600 SPRING HILL RD STE 305, VIENNA, VA 22182 USA, UNITED STATES. NOTICE OF THE INTENT TO SOLE SOURCE SYNOPSIS Strategic Acquisition Center (SAC), on behalf of the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Digital Health Office (DHO) intends to award a firm-fixed contract without options to IT Concepts, Inc. to provide medical services in support of digital health activities at negotiate a requirement for Scaled Agile Framework (SAFe(r)) services. The proposed procurement is for services for which the Government intends to utilize other than full and open competition for this procurement is 41 U.S.C.§ 3304(a)(5) as implemented by the Federal Acquisition Regulation (FAR) Subpart 6.302-5 entitled, Authorized or required by statute . The applicable statute is Public Law 109-461: Veterans Benefits, Health Care, and Information Technology Act of 2006 specifically, the Veterans First Contracting Program outlined in 38 U.S.C.§ 8127(c) and VAAR 819.7008. The North American Industry Classification System code (NAICS) for this requirement is 541611. All responsible sources that feel they should be considered qualified to provide the above-mentioned products may submit a response to this notice (by the response due date shown above) to Lindsay.Gray3@va.gov.  The information provided shall include detailed (and relevant) documentation to allow the government to perform adequate market research and make a proper determination. A determination by the government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
