The USPFO for Hawaii to award a firm-fixed price contract on a sole source basis to AD WALLS LLC. The statutory authority which permits other than full and open competition for this acquisition is 41 U.S.C. § 3304, as implemented by FAR 13.106-3(b)(3)(i). Therefore, a Request for Quote (RFQ) solicitation from a single source, will be issued to AD WALLS LLC. to have billboard advertising showcasing and promoting various Hawaii Air National Guard mission sets. Advertising will be at the following mall locations: Windward Mall, Kapolei Shopping Center, Kapolei Commons, Walmart Honolulu, Ka Makana Ali-i, Moanalua Center, Stadium Marketplace, Pearlridge Center, Pearl Highlands Center, Aina Haina Shopping Center, Maui Mall, and Kukui Grove Center.
AD WALLS LLC holds the exclusive rights to post “Billboard-Style” ads in the following properties: Windward Mall, Kapolei Shopping Center, Kapolei Commons, Walmart Honolulu, Ka Makana Ali-i, Moanalua Center, Stadium Marketplace, Pearlridge Center, Pearl Highlands Center, Aina Haina Shopping Center, Maui Mall, and Kukui Grove Center.
The designated North American Industry Classification System (NAICS) Code is 541850, Indoor and Outdoor Display Advertising, with a size standard in millions of dollars $34.5. Please note that this notice is not a Request for Quotations (RFQ); however, any response to this notice must show clear, compelling, and convincing evidence that competition will be advantageous to the Government.
