THIS NOTICE OF INTENT IS FOR INFORMATION PURPOSE ONLY. Program Manager Ground Based Air Defense (PM GBAD) within Program Executive Officer, Land Systems Marine Corps intends to negotiate and award on a sole-source basis in accordance with Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(iii) to Honeywell Aerospace, of 13350 US Highway 19 N, M/s 200-1, Clearwater, FL 33764-7226, for the procurement of engineering and technical services to configure the Honeywell Tactical Advanced Land Inertial Navigator (TALIN) inertial navigation system used on the Marine Air Defense Integrated System program to provide additional capabilities in support of PM GBAD.
Honeywell is the original designer, developer, and producer of the TALIN System and the services cannot be procured from any other source. The TALIN is the only known and currently available non-developmental solution that provides the combination of performance, design, and production readiness that meets the PM GBAD requirements.
The Government anticipates award of a Firm-Fixed-Price contract, with a period of performance of 1 year. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302.1(a)(2)(iii) “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.”
This is not a request for competitive quotes. No formal solicitation package is available. The Government will not be responsible for any cost incurred in responding to this notice; however, interested parties may identify their interest and capability to meet the requirements and past performance data no later than 12:00pm Eastern Daylight Time on 09 May 2025. Responses received will be evaluated; however, a determination by the Government not to compete proposed procurement based upon responses to this notice is solely within the discretion of the Government.
