Description
This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE ORDER under Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures. The Defense Counterintelligence and Security Agency (DCSA) Program Executive Office (PEO) Personnel Security Systems (PSS), intends to solicit and negotiate directly with MacKinney Systems, Inc, 4411 E State Hwy D, Ste F, Springfield, MO 65809-2907, CAGE 0WGG7 for JES Report Broker software. JES Report Broker is peculiar to MacKinney Systems, Inc. which is the only manufacturer of these items and the only one authorized to make changes or provide updates; no other product or service will meet the Government's needs. No formal solicitation package will be issued. This notice of intent is not a request for competitive quotes.
However, prospective contractors who believe they can successfully quote must provide specific, detailed technical documentation to support such claims of abilities. The Government will review any submittals received in response to this notice prior to 3:00 PM EDT on February 11, 2025. All documentation must be submitted via email.
The Government will not be responsible for any costs incurred in the preparation of responses to this announcement. This is the only notice that will be issued for these items. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
