Description
The purpose of this synopsis is to provide notice of Naval Information Warfare Center (NIWC) Atlantic's intent to award a Firm-Fixed-Price purchase order on a noncompetitive basis to L3Harris Technologies, Inc. to furnish upgraded equipment on their proprietary equipment and OEM system. The Government intends to negotiate solely with L3Harris Technologies, Inc. (SAM UIED: SLVERBJAVNS4, CAGE: 1PNR4, Large Business) under the authority of FAR 13.106-1(b). Due to proprietary rights, L3Harris, the OEM of the current system, is the only provider that manufactures and develops the system equipment. In addition, due to OEM proprietary rights of this system requiring upgraded equipment, any vendor substitutes would result in the inability to properly support the system and would have significant engineering impacts to the government. In order to ensure continuity and logistics supportability throughout the fleet, support is required from L3Harris Technologies. The NAICS Code is 541519 and the Small Business Size Standard is $30m.This notice is not a request for competitive quotes; however, any responsible source believing that it can fulfill the requirement may submit a capability statement, proposal, or quotation. Responses to the pre-solicitation notice can be submitted via the NAVWAR E-Commerce website at NAVWAR E-Commerce Central (navy.mil) by Wednesday, March 12‎, ‎2025 by 12:00 PM EST. Questions concerning this notice should be directed to the Contract Specialist, Teaira Hawley at teaira.l.hawley.civ@us.navy.mil. All responses received by Wednesday, March 12‎, ‎2025 by 12:00 PM EST will be considered by the Government for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed purchase order based upon responses to this notice is solely within the discretion of the Government.
