This is NOT a request for competive proposals. This is a notice of intent to award a sole source contract IAW FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirement.
Defense Health Agency, Professional Services Contracting Division intends to utilize a FFRDC to provice acquisition, technical, operational, and management guidance, to support PEO Medical Systems/J-6 CIO to strengthen its hardware and software acquisition processes, systems engineering and integration posture. In addition, the FFRDC shall provide complex enterprise acquisitions and analytics, technical oversight, guidance, performance management, governance, change management, and monitoring of the development, integration, implementation, and Operation & Maintenance of integrated solutions that support longitudinal health record process from the time the service member transitions from DoD to VA and beyond through a unified EHR system.
FFRDC shall provide the following tasks:
Strategic Management Support Procurement (Support and Evaluation) Program and Project Management Technical Management Support Evaulation and Audit Digital Front Door (DFD) Initiative - Journey Mapping and personal developmentMITRE is a DoD sponsored Federal Funded Resrarch and Development Center (FFRDC) and can provide research and analysis per FAR 35.017-3(b)(3).
All responsible sources may identify their interest by submitting a capability statement in response to this requirement, which shall be considered by the agency. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
