This is a notice of contract action (NOCA); this is not a solicitation for proposals.No reimbursement will be made for any costs associated with providing information in response to this NOCA or any follow-up information requests. The purpose of this NOCA is to notify industry of the USAF's intent of contract action and possibly gain knowledge of other potentially qualified sources and their size classifications (small business, large business, etc.) please do not request a copy of solicitation, as one does not exist.
The Air Force Test Center (AFTC), Edwards AFB intends to solicit and award a sole source, Firm-Fixed Price (FFP) Contract to Civic Helicopters Inc, 2206 Palomar Airport RD STE H, Carlsbad, California 92011-4460, United States. IAW 5.203(a)(1), the anticipated award date is on or before March 14, 2024. The applicable NAICS is 611512 with a size standard of $34,000,000 dollars. The Government intends to negotiate with only one source under the authority of 10 United States Code (USC) 3204(b)(B)(ii), as implemented by FAR 13.106-1(b)(1)(i).

The Air Force Test Pilot School is seeking a sole source purchase of rotorcraft-type aircraft to conduct QE flights for TPS students as required per the TPS Master Curricula. Flight operations are to be conducted at Edwards AFB, CA. This is a non-personnel services contract to provide a Robinson R-44 helicopter (aircraft), along with a qualified R-44 flight instructor(s), for Qualitative Evaluation (QE) flights as described in the Qualitative Evaluation Board (QRB) report at the US Air Force (USAF) Test Pilot School (TPS). This requirement will be single-year purchase order to provide the required aircraft services.
