This is a NOTICE OF INTENT TO SOLE SOURCE for the purpose of conducting Microbial Source Tracking (MST) on E. coli samples from the Clinton River located in Macomb and Oakland Counties, MI and will be sole sourced to:

As a part of this procurement, the Detroit District intends to solicit on a sole source basis under the authority of FAR 13.106-1(b)(1) to Oakland University.
Work Under this Contract is expected to include the following:
Microbial Source Tracking (MST) of positive E. coli samples to identify and locate the sources of waste within the Clinton River, located in Macomb and Oakland Counties, Michigan. This will be accomplished via MST by using human marker HF183.
The positive E. coli samples will be mapped and then select samples will be passed on for MST testing. The MST testing will help determine if the E. coli hits are from human sources or not. If the MST sample results show that they are from human sources, those areas will be further investigated with in-person reconnaissance and additional sampling to try and locate the source. The outline of work shall include, but not be limited to, the following tasks:
Project Management, Monthly Reporting, and Invoicing Quality Control Plan, Kick-off/Quarterly/Monthly Update Meetings Laboratory Testing / ReportingThis notice of intent is not a request for a competitive proposal. THIS IS NOT A SOLICITATION, and the information contained herein are subject to change or be eliminated from the requirement. Only Contractor's capable of providing directly compatible equivalent products shall respond. Oral communications are not acceptable in response to this notice.
