THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The National Geospatial-Intelligence Agency (NGA) intends to issue a sole source Indefinite Delivery-Indefinite Quantity (IDIQ) Cost-Plus-Fixed-Fee (CPFF) contract with Pennsylvania State University Applied Research Laboratory (PSU/ARL), located in University Park, PA.
The proposed contract action is being pursued under the statutory authority of 10 U.S.C. 3204(a)(3)(B), as implemented by FAR 6.302-3, Industrial Mobilization; Engineering, Development, or Research Capability; or Expert Services.
Pursuant to 10 U.S.C. 3204(a)(3)(B), and implemented by FAR 6.302-3, “the head of an agency may use procedures other than competitive procedures only when- it is necessary to award the contract to a particular source or sources in order to- establish or maintain an essential engineering, research, or development capability to be provided by an educational or other nonprofit institution or a federally funded research and development center.”
The anticipated contractor will provide NGA with non-proprietary and independent and objective Research and Development (R&D), Test and Evaluation (RDT&E), systems engineering, and other engineering capabilities required by NGA, which may include, but is not limited to, Geo-intelligence (GEOINT) tools and software code. Previously this has included software code delivery to open source repositories, to IC-only repositories, reporting, prototypes, integration, and collaboration with integration partners, prototype demonstrations, publications, and direct delivery to the customer.
PSU/ARL is a University Affiliated Research Center (UARC) under contract with the Department of the Navy. A UARC is a strategic United States Department of Defense (DoD) research center associated with a university.
