Description
The Naval Information Warfare Center (NIWC) Pacific intends to execute a sole source award to SEL Engineering Services for the procurement. delivery, and installation of SEL OEM - 4160V electromechanical protection relays and a new control power source/storage. SEL is the manufacturer of the required items and has indicated that authorization for the purchase/installation by a 3rd party will not be granted due to warranty limitations and complexity of the work being performed. NCTAMS LANT DET Cutler requires the procurement, shipment, and installation of new SEL Engineering OEM - 4160V protection relays and a new control power source and storage. The existing electromechanical relays and cap-trip devices will need to be removed. The new control power will need to be sourced from an existing facility UPS. This UPS feed will be a redundancy to the existing control power transformers within the switchgear and the capacitive trip RPM devices provided by the manufacturer/vendor. The Electromechanical relays shall be replaced with solid-state protection relays that are capable of replicating all of the existing protection characteristics as well as arc flash protection. The new relays shall also provide event data logging for analysis of pre and post events. This shall be a turn-key installation that is finalized through an extensive system operational verification test by the SEL Engineering Services.
