NOTICE OF INTENT TO SOLE SOURCE
NOAA's Marine Operations Center, Acquisitions Branch, intends to negotiate, on a sole source basis, under authority of FAR 6.302-1(a)(2), with Hill Marine Refrigeration Inc of Mobile, Alabama, for the logical follow-on highly specialized services for shipboard modifications associated with the installation of two domestic refrigeration plants aboard NOAA Ship Pisces.
This work is a continuation of CFR 2, a work item under contract number 133MK23PNMAN0036 for the correction of deficiencies in the shipboard electrical and piping systems as well as new hull mounts. The Government would incur significant time and cost delays that would not be recovered through further competition in the installation of these units.
This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can provide equipment that fully meets the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the Government.
