Description of the Requirement: The Drug Enforcement Administration (DEA), Office of Acquisition (FA) intends to award a firm-fixed-price Purchase Order (PO) sole source basis to Vista Outdoor Sales LLC doing business as The Kinetic Group Sales. Located at 1 Vista Way, Anoka, Minnesota 55303-6794. Unique Entity ID: ENR9ZAAGMWJ5.
The requirement involves the procurement of Specialized Ammunition, which has been designated as the Official Service Round for the DEA. This specific ammunition has undergone rigorous testing at the DEA's ballistic research facility and has been approved by the DEA Firearms Training Unit (OTDF) as the standard ammunition for use by DEA personnel, in accordance with the DEA Agents Manual and Firearms and Tactical policy.
Justification: This acquisition will be conducted through FAR Part 13, Simplified Acquisition Procedures. The justification for sole source will be posted after the award in accordance with FAR 5.102(a)(6). The DEA has determined that The Kinetic Group Sales is the only source capable of providing the required commercial products as they are both the manufacturer and sole distributor of the product acquiring.
Response Instructions: This notice of intent is not a request for competitive quotations. However, the government encourages all interested parties who believe they can meet the requirements to submit a written response describing their ability to provide the product/services listed above. Responses should be sent to Ana Villanueva at Ana.M.Villanueva@dea.gov by June 6, 2025, 10 AM EST and reference number D-25-TR-0195. Responses must include sufficient detail to demonstrate the capability to meet the DEA's requirements. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
