THIS NOTICE OF INTENT IS FOR INFORMATION PURPOSES ONLY. Program Manager Ground Based Air Defense (PM GBAD) within Program Executive Officer, Land Systems Marine Corps intends to negotiate and award on a sole-source basis in accordance with Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(iii) to Raytheon Company, of 1151 E Hermans Rd. Tucson, AZ 85756 for the procurement of the Stinger Air-to-Air Launcher (ATAL) system, spares, training, sustainment and associated engineering services for integration and test activities in support of the PM GBAD Marine Air Defense Integrated System Increment 1 (MADIS Inc. 1) program.
Raytheon is the original designer, developer and producer of the ATAL and cannot be procured from any other source. The ATAL is the only known and currently available non-developmental solution that provides the combination of performance, design and production readiness that meets the PM GBAD requirements. The ATAL is compatible with the MADIS Inc. 1 Command & Control software baseline and is capable of firing FIM-92 Stinger missiles.
The Government anticipates award of a hybrid Cost-Plus-Fixed Fee/Firm-Fixed-Price contract, with a period of performance of five years. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1(a)(2)(iii) “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.”
This is not a request for competitive quotes. No formal solicitation package is available. The Government will not be responsible for any cost incurred in responding to this notice; however, interested parties may identify their interest and capability to meet the requirements and past performance data no later than 1000 local time on 17 April 2025.
